History:
When discussing Heloise's history, it's also best to talk a bit about the nature of the canon.
(Note that Chi will also be borrowing this description of the canon/setting for Jimmy's application, since the show doesn't have a reliable fandom wiki we can cite instead.)
The series "Jimmy Two-Shoes" is set in a placecalled Miseryville, which is located on a planet that is clearly not Earth. Miseryville has three suns, a red sky, lots of fire, lava and volcanic mountains, is consistently hot and some of the water is red (though there appears to be some normal water too). The City of Miseryville itself is similar to a regular large city, but is almost entire populated by demons and monsters and is centered around a large, menacing factory. This is the Misery Inc. factory. What's Misery Inc.? Misery Incorporated produces everything in Miseryville, and all products are designed for the customers' optimal dissatisfaction. So of course, Miseryville lives up to its name by being an extremely miserable place.
Misery Inc. is owned by the ruler of Miseryville, Lucius Heinous VII, a red devil-like demon who revels in making everyone as miserable as possible. He also has a son named Beezy.
Also, Miseryville appears to be the only civilization on the entire planet, with everything outside the city being no man's land; wilderness, wastelands, and lakes literally made out of fire.

So if it wasn't already obvious, the implication is that Miseryville is indeed, Hell. The world being ruled by a devil bent on making everybody miserable named similarly to Lucifer, with a son named similarly to Beezlebub, is an especially dead pun not intended giveaway.
Of course this is never outright stated in the canon, because don't explain the joke, but it affects Heloise in a way that implies she already died. How she died and whether or not she (or anyone else in Miseryville for that matter) remembers or is aware of it, however, is not addressed.

Although the whole eternal damnation thing seems to be working out well for her, all things considered. Heloise is employed by Misery Inc. as its top mad scientist and inventor, creating miserable items for its catalogue. She lives comfortably and independently in a nice house and has two best friends, Jimmy and Beezy, that she hangs out with in her spare time. Although Beezy is a less a best friend to her and more Jimmy's other best friend who she puts up with. She's much less fond of him as he often gets in the way of her spending time with Jimmy alone.
It's unknown how long she's known Jimmy, or when or how they met. Their pasts and histories prior to the series are not touched upon, likely for the reason the audience can conclude on their own that they both probably died.

Strengths & weaknesses:
First and foremost, one of Heloise's greatest, if not her greatest strength is her remarkable intelligence. She is a mad scientist after all, but she's certainly also brilliant more than just scientifically, as she's exceptionally clever, resourceful, and cunning overall. She takes great pride in her intellect and knowledge, but can sometimes be little conceited about it. Basically, she's really damn smart and she knows it. This often leads to her being rather snarky, sarcastic and cynical, especially when her friends do something stupid, which occurs more commonly than she'd prefer. She tends to approach situations a lot more logically and analytically, but is in no way opposed to using brute force if that turns out to be the best, or in certain cases just the most fun, solution.

Despite her appearance and small size, Heloise is also very threatening, as most demons in Miseryville are noted and shown as being afraid of her. It's wise to never insist she's not so tough - the victims of her high-tech voodoo doll experiments learned that the hard way.
And it's not as though they don't have reason to be. Heloise can be cruel, sadistic, mischievous, sinister and tactless. She loves to torture and enjoys many things that most would find gruesome and disgusting. As she'd said herself, she aims to displease.

Her biggest weakness, meanwhile, is actually a person - her best friend Jimmy... who she is also completely in love with. While she hasn't properly confessed her true feelings to him yet, she frequently drops hints and shows off affection to try and clue him in, but he either fails to notice or feigns ignorance. For better or worse, Jimmy is the absolute most important thing to Heloise, and he acts as sort of a moral compass to her. She is incredibly protective of him, and would ANYTHING for him, or to keep him safe and make sure he's alright. So the best way to hurt or exploit Heloise? Is through Jimmy.

As far as other weaknesses, she has quite the temper and can be easily riled up, and when she's angry is when she's more likely to skip the brains and go right to the brawn. She thinks less clearly, or less in general, when she's mad or highly upset.
There's also her pride, as she's also very competitive and doesn't back away from challenges. She likes to prove herself and how formidable she is, but this may not always land her in the best of positions, especially if she isn't fully aware of what she's up against.

Skills & abilities:
A mad genius, Heloise is the greatest scientist in Miseryville, and a selected laundry list of her inventions include a machine that produces indestructible clones, a body-swapper, a device that fuses two creatures together, a muscle-enhancer powered by a squid, a giant waffle iron that creates demon waffles, various giant robots and weather-altering machines, and exploding robot butterflies. We've even seen her build a fully functioning rocket ship in no time flat.
Therefore she's obviously highly scientifically and technologically skilled, and shown to be in an extensive variety of areas as well, from engineering to math to physics to chemistry to medicine to biology to every other field imaginable.

She's also been shown to be quite strong, agile, and resistant to serious injury. This could be natural resilience, similar to Jimmy's though not nearly as potent, or her own enhancement. Of course either way, she will still obviously be more than able to be killed. The real challenge for anyone potentially looking to murder her will be having to get the edge over her mentally rather than physically, or using her weaknesses against her.

Finally, while it's again unknown if this is a natural skill, Heloise appears to have a minor shapeshifting ability. She seems to be able to change parts of her body at will, such as where she was seen leaving footprints of a variety of types feet. The series creator has confirmed this, noting that she's "a bit of a shapeshifter." This probably counts as a power whether or not its natural, so presumably she won't be able to shapeshift while in-game, unless she's able to earn it back with Hope Shards.

Motives:
Despite working for a corporation whose entire business model is the creation of misery, Heloise is not at all the murdering type. While she greatly enjoys torturing and make others miserable, she is against killing, seeing it as not only "cheating" and a hack method, but also defeating the entire point. From her perspective, killing someone only ends their misery. How can someone be miserable if they're dead? Yes, the irony that she's implied to be from Hell is quite staggering.

So under most circumstances, Heloise would only kill out of self defense, an accident, or if someone came to her looking to willingly donate their body to science. She may consider herself an evil genius, but she sees murder as beneath her for this reason wouldn't kill for personal gain.

There is, however, a BIG factor keeping this mindset in check for her - Jimmy, who is more important to her than anyone or anything else. He has a prominent effect on her morality, and if anything were to happen to him, that would more than likely push her to the breaking point. If forced, Jimmy would probably be the one thing or person she would kill for. And if something REALLY horrible happened to him, such as her losing him completely...
Well, whatever shreds of goodness and humanity he reminded her that she had will have almost certainly died along with him.

Third Person Sample:
It was about time Heloise had a vacation.
As much as she loved her job, she felt like she could use some rest and relaxation. She'd been hard at work on some especially miserable new inventions before arriving at Jabberwock Island, which so far seemed rather different from Miseryville. Somehow there was only one sun, a blue sky, and all the water was cool and clear. There didn't seem to be any sea monsters in the ocean or lava worms under the sand at the beach. How strange... maybe she'd research this and run some tests on it later.
Still, all expenses paid, and with Jimmy no less? It was like a dream come true, especially since there was no Beezy around. It was finally just the two of them, alone together.

Sort of. There were the others of course, but she wasn't too concerned with them. She was much more interested in spending time with Jimmy, and only Jimmy.
Although there was that whole "Hope Shards" thing. Figures there would be a catch to such an otherwise perfect scenario. Apparently, no one could actually leave the island until they... made friends.
Heloise groaned as she lied back against a palm tree. She really had little interest in socializing, since she didn't know when she'd get another chance to have a romantic getaway with her best friend/crush. What an annoying condition...
At least maybe there was an upside, in that this meant she might get to stay here with Jimmy longer. Plus, it wasn't like she was itching to leave anytime soon either. This was practically the first time they'd ever been (almost) completely by themselves.
Yet she knew eventually the both of them would start to get homesick, Jimmy would miss Beezy and she would miss her job.

Sure, there was the other option for going home, but that was completely out of the question. Killing? Seriously? Just what did they take for her? She made real misery, thank you very much.
As she turned to gaze out at the unusually peaceful sea, she started to realize the murder condition could present a serious problem for her. She'd have to be careful, possibly try to stay with or around Jimmy whenever possible, which she had absolutely no problem with whatsoever.

Because she hardly gave a demon's tail if any of these other yahoos went around offing each other, if that was really preferable to them rather than the whole "love and friendship" junk, but if anyone tried to hurt even a single perfect golden hair on Jimmy's head...
Well, she knew plenty of ways to bring them despair without needing to resort to such an amateur tactic as murder. It was her line of work, after all.

Plot Involvement

I would be alright with my character becoming a mole: No and No. For reasons mentioned in the motives, she doesn't agree with Monokuma's methods, but neither is she interested in peace-keeping. She wants to antagonize others, but not slaughter them.
